Is Chennai still a conservative city despite all the fast-paced developments that it has witnessed in recent years?

The same sea, the same temples, the same many things adorn Chennai. Men change as they need to, though they should not in values like love, dignity, concern for society and ecology. In the latter (spiritual) respect, Chennaites are perhaps just about as conservatite or modern as any other group of Indians. I have been in Chennai off and on, for many years, as part of my business needs. So much cultural activity, besides ultramodern fringe, side by side. I choose the former for true relaxation once my business engagements are over. And by doing this, I get recharged with peaceful frame of mind with new vigour to approach the next item of business. This facility is I am afraid diminishing much faster in the other cities like Delhi, Hyderabad, Mumbai, Bangalore, even Ahmedabad, etc.

Churchill famously defined conservatism: "when it is not necessary to change It is necessary not to change" . By this definition, people of Chennai, as a mini-Tamilnadu by itself, have so far remained conservative, and they were wiser so, than the rest of Indians. During the last decade or more, with numerous TV channels, mostly catering to the lowest common denominator, as a policy for maximizing ad revenue, people have tended to look to what some pseudo experts in this field or that says, and unthinkingly accept the idiot box advice to guide their own lives. Earlier conservatism verging on extreme orthodoxy sometimes, acted solidly to protect family values with even separated wives (for reason of sterility) being taken care of by men's relatives. No longer. Divorces, premarital permissiveness, and all evils have gripped the Chennaiites, and this phenomenon is extending to whole TN. Shattered families, crimes, corruption have now undone' this once, sleepy, serene and happy city.

What is being conservative - is it - being fully clothed, not consuming beer and wine in public, not indulging in any adultery, respecting elders.... then I guess Chennai is conservative (probably better off being conservative)

Chennai and sons of the soil are still conservative, though the bulk of migrants and the so-called mixd up crowds may not be so... same with Bangalore too, go and see inside malleswaram, shivaji nagar, etc - they are conservative there too...
