Yadav seeks reinstatement as Andhra police chief

Andhra Pradesh's controversial police officer S.S.P. Yadav has moved the Central Administrative Tribunal (CAT) seeking his reinstatement as state police chief.

A few days after being removed as the director general of police (DGP), the senior officer moved CAT Friday, challenging the appointment of R.R. Girish Kumar as the head of police force saying the state government showed undue favour.

Yadav, who was transferred as managing director of the Andhra Pradesh State Road Transport Corporation (APSRTC) Oct 9, has challenged Girish Kumar's promotion as DGP on the ground that it was contrary to the rules.

Yadav, in his petition, pointed out that there were already four officers of DGP rank and promoting a fifth to the rank was in violation of Indian Police Service (IPS) pay rules.

Girish Kumar, who was earlier director general of Anti-Corruption Bureau (ACB), was promoted to the rank of DGP Sep 25, a few days before he was appointed as the police chief replacing Yadav.

Yadav also claimed in his petition that the government posted Girish Kumar as director general of ACB in 2007 in violation of rules as he was then holding the rank of additional DG. He pointed out that as per rules, only a DGP rank officer should hold the post of ACB director general.

Yadav, an IPS officer of Bihar cadre, has been surrounded by controversies. In 2007, then chief minister Y.S. Rajasekhara Reddy appointed him DGP while ignoring some officers senior to him.

He was removed as DGP by the Election Commission in March for violating the model code of conduct by praising the chief minister at a press conference.

YSR, as Rajasekhara Reddy was popularly known, brought Yadav back as DGP in May immediately after coming back to power.

Yadav again landed himself in trouble by making certain remarks following the death of YSR in a helicopter crash Sep 2. He had said that the responsibility of the police for the chief minister's security ends when he boards a helicopter.

The failure of the police to trace the missing helicopter for 24 hours had also come under criticism. Yadav was also criticised for the traffic chaos during YSR's burial in Kadapa district that kept several VIPs away from the last rites.
